Date: January 16, 1991 <br /> Chief, NPL Unit <br /> Site Mitigation Branch, Region 1 <br /> From 10151 Croydon Way <br /> (916) 855-7857 <br /> Subject: SUMMARY OF SITE VISIT/MEETING <br /> On 15 January 1991, a site visit was made to the Marley Cooling <br /> Tower Company's (MCTCs) Stockton, CA, facility to observe the <br /> status of the Pipes & Culverts and Surface Soils remedial <br /> activities. The visit was also to acquaint Cam Williams of the <br /> Regional Board with the site and to meet with MCTC <br /> representative regarding their proposed plan for remediation of <br /> subsurface (deep) soils and ground water. A list of meeting <br /> attendees is attached. <br /> SITE TOUR- <br /> Surface soil removal action- <br /> Progress of surface soil removal action is on <br /> schedule. Preliminary samples from one of four <br /> residential areas identified the need to removal <br /> additional soil. A second 6 inch lift will be removed <br /> with follow-up sampling to confirm cleanup goals have <br /> been met. <br /> Pipes beneath the south yard- <br /> Pipes currently scheduled for cleaning (i.e. , removal <br /> of sediments) were reported to be packed solid with <br /> soil. Removal remains to be completed. MCTC is <br /> currently reviewing alternatives to address the <br /> situation. <br /> Treatment plant- <br /> Treatment plant was non-operational at time of tour. <br /> Information reported by MCTC identified <br /> non-operational status a result of damages from recent <br /> freezing temperatures. Repairs were noted as <br /> completed. Operation of ion exchange system as well <br /> as the new electrochemical precipitation plant was <br /> anticipated to start that afternoon or by close of <br /> business on 16 January 1991. <br />
