STATE OF CALIFORNIA PETE WILSON Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A =, U
SACRAMENTO, CA 95827-3098
PHONE: (916) 361-5600
FAX: (916) 361-5686
31 January 1991
IlkF
Mr. David Bates F02Fi9
Marley Cooling Tower Company
5800 Foxridge Drive ,r
Mission, Kansas 66201 `sFpGy`pCj
REVIEW OF THE SUBSURFACE SOIL FLUSHING SYSTEM AND THE GROUND WATER COLLECTION
SYSTEM DESIGN DOCUMENTS, MARLEY COOLING TOWER COMPANY, SAN JOAQUIN COUNTY
We have reviewed the design documents for the Subsurface Soil Flushing System and
the Ground Water Extraction System submitted on 3 December 1990 by Black and
Veatch. It appears that much consideration has been given in preparation of this
treatment system for the cleanup of the unsaturated zone at the site. However,
We have two major technical concerns which should be evaluated and the applicable
designs reconsidered prior to the commencement of construction on 1 March 1991,
as scheduled in the Remedial Action Plan. Our concerns involve the soil sample
analyses and the depth of length of screen intervals in the monitoring tubes and
wells. Enclosed is a memorandum which discusses these concerns.
The design documents stated that a high strength treatment system will be
constructed in Phase III of the Subsurface Soil Treatment System. Because this
system will be installed prior to the five year renewal of the National Pollutant
Discharge Elimination System (NPDES) permit, we require that a Report of Waste
Discharge for this system be submitted four months prior to the renewal of the
NPDES permit.
If you have any questions, please call me at (916)361-5670.
CAMILLA WILLIAMS
Engineering Geologist
CKW:cw
Enclosure
cc: Mr. Jim Austreng, Department of Health Services, Region 1 , Sacramento,
Ron Valenoti , San Joaquin County Public Health Services, Stockton
Mr. Tom Hickey, Black and Veatch, Kansas City, Missouri
Mr. Peter Quinlan, Hargis and Associates, La Jolla
