3.3.3 Decontamination and Disposal
3.3.3.1 Decontamination. Care will be exercised to prevent contamination
of personnel and the environment during installation of the system and
sampling. Decontamination operations as required in Section 2D of MCTC's
Contract No. 13 construction specifications will be followed. In
addition, Kleinfelder's Health and Safety Plan for the soil flushing
activities shall be reviewed in its entirety prior to the start of
sampling activities and the requirements in the plan shall be adhered to
by MCTC' s contractor. The health and safety measures taken by Black &
Veatch personnel will satisfy Kleinfelder's plan and will be in accordance
with a site specific health and safety plan developed by Black & Veatch
for Black & Veatch personnel only.
Specific initial , intermediate, and final decontamination requirements are
prescribed in Section 2D of the Contract No. 13 specifications.
3.3.3.2 Disposal . Contaminated ground water purged from the neutron
probe monitoring tubes and the extraction wells will be temporarily
containerized at MCTC's facility. When designated by MCTC or Black &
Veatch, the purged water will be discharged into the existing onsite water
treatment system as specified in Section 2A-12 of the Contract No. 13
specifications.
3.4 MONITORING ACTIVITIES
Periodic monitoring of the unsaturated zone will be conducted during the
pilot and full-scale flushing operation activities. MCTC will retain a
specialized consultant to perform water level and moisture content
measurements at the neutron probe monitoring tube locations. MCTC or
MCTC' s representative will be responsible for maintaining the integrity of
the injection system.
3.4. 1 Water Level Measurements
During the pilot study, the consultant will be required to monitor the
water-levels in the six neutron probe monitoring tubes. The monitoring
tubes will serve as piezometers and as neutron probe tubes. Initially,
water level measurements will be conducted daily. Thereafter, the
consultant will make site visits every two to three days, or weekly as
needed and directed by Black & Veatch.
Monitoring of the water table elevation during the full-scale flushing
operations will be conducted periodically by MCTC or MCTC' s
representative. The frequency of measurements will be contingent upon the
results of the pilot study. Monitoring of the water table elevation will
be necessary to determine if the injection water flushing is creating an
artificial mound near the injection wells (see Figure 3-1) and to ensure
that the extraction well is not being over pumped.
Specific requirements for water level measurements, materials, and data
collection procedures are being prepared for the consultant as a separate
document. In general , the consultant will measure the depth to the water
table from the ground surface using an electric water level indicator.
11654.652 3-6
