You also stated that these wastewaters had been pretreated to remove the
metal constituents and were discharged to the paved yard for eventual blending
with storm water and retreatment through the treatment plant.
Waste Discharge Requirements (WDRs) Order No. 88-124 allows for the discharge of
wastewater with a total dissolved solids (TDS) concentration limit of up to 1000
milligrams per liter (mg/1 ) when there is flow in the Stockton Diverting Canal .
Although we assume that there is currently no flow in the Canal due to the
continued drought conditions, we approve of the one time discharge provided that
these wastewaters are blended with ground water to maintain a TDS concentration
of below 1000 mg/1 . In the future, all waste regeneration water is to be blended
with ground water and treated using the electrochemical process and discharged
in compliance with the WDRs.
If you have any questions, please call me at (916)361-5670.
CAMILLA WILLIAMS
Engineering Geologist
CKW:cw
cc: Mr. Jim Austreng, Department of Toxic Substances Control , Region 1,
Sacramento
Mr. Ron Valenoti , San Joaquin County of Public Health Services, Stockton
Mr. Tom Hickey, Black and Veatch, Kansas City, Missouri
