CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 91-035 <br /> NPDES NO. CA0081787 <br /> MODIFICATION OF ORDER NO. 88-124 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> THE MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. This Order is a modification to the NPDES permit CA0081787 (Order <br /> No. 88-124) , pursuant to Section 402 of the Clean Water Act, and amendments <br /> thereto. <br /> 2. The Marley Cooling Tower Company (hereafter Discharger) is permitted to <br /> discharge treated ground water and treated stormwater under Order No. <br /> 88-124, National Pollutant Discharge Elimination System (NPDES) CA0081787, <br /> adopted by the Board on 24 June 1988. <br /> 3. The Discharger is presently permitted to discharge up to 0.37 million <br /> gallons per day (mgd) of treated ground water and/or stormwater to the <br /> Stockton Diverting Canal , tributary to the Calaveras River, at a point <br /> approximately 1/4 mile east of the site in Section 32, T2N, R7E, MDB&M, as <br /> shown on Attachment A, incorporated herein and made part of this Order. <br /> 4. The Discharger has been operating a treatment system for contaminated <br /> ground water and stormwater since October 1987. The existing treatment <br /> system consists of a conventional coagulation, flow equalization and <br /> filtration pretreatment system. Pretreatment system sludges are pumped to <br /> sludge drying beds which are dewatered and tested. The dewatered solids <br /> are disposed of at an appropriate off-site disposal area. Following <br /> filtration, the water passes through the ion exchange system. This system <br /> consists of two anion exchange vessels and a cation exchange vessel . The <br /> ion exchange beds are regenerated by the addition of dilute sulfuric acid <br /> and dilute sodium hydroxide solutions. The regenerant streams which <br /> contain the stripped wood treating chemicals are recycled into the wood <br /> treating process. The regeneration wastes are recycled through the waste <br /> treatment plant for retreatment. <br /> 5. A Report of Waste Discharge (RWD) , dated 18 August 1990, was submitted by <br /> the Discharger and requested a modification to the existing NPDES permit, <br /> pursuant to Provision E.10 of Order No. 88-124. This provision requires <br /> the Discharger to submit a new Report of Waste Discharge in the event the <br /> ongoing pollution studies indicate that significant changes in the facility <br />
