We have also reviewed the Groundwater <br /> Injection Feasibility Study submitted on 9 September 1991 by Hargis and <br /> Associates. Enclosed are two separate memorandums which discuss our reviews of <br /> both documents pertaining to the Marley Cooling Tower Company (Marley) site. <br /> In general , we are pleased with the commitment of Marley toward the cleanup of <br /> the site. The submittal of these reports meets the requirements of Waste <br /> Discharge Requirements No. 91-035. Based on the Injection Feasibility Study, it <br /> appears that injection is technically feasible. However, based on the disposal <br /> options evaluation, it appears that injection into the intermediate or deep zones <br /> is too costly to implement. <br /> We believe that reuse is a practical and generally cost-effective disposal <br /> alternative for treated effluent. An example of reuse would be into the existing <br /> subsurface soil flushing system, which should have been included in the disposal <br /> options evaluation. We encourage Marley to continue to evaluate other reuse <br /> options for the treated effluent including local water suppliers and the <br /> irrigation district. We may require Marley to reevaluate reuse on a periodic <br /> basis, such as the five year renewal of the National Pollutant Discharge <br /> Elimination System (NPDES) permit. <br /> Due to the recent change in project management, Ms. Cori Condon will now be <br /> assuming this responsibility at the Board.
