WASTE DISCHARGE REQUIREMENTS _g_ <br /> MARLEY COOLING TOWER COMPANY i <br /> SAN JOAQUIN COUNTY <br /> 4. Chronic toxicity of the effluent shall not consistently exceed 1 .0 <br /> chronic toxicity unit (TU.) as a daily average. Chronic toxicity, <br /> expressed as TU., equals 100/No Observed Effect Level . Consistent <br /> exceedance is defined as 3 consecutive tests greater than 1 .0 TU.. If <br /> the effluent consistently exceeds the chronic toxicity limitation the <br /> Discharger shall submit to the Board for approval a Work Plan which <br /> includes all reasonable steps to investigate the toxicity, shall <br /> implement the Work Plan upon approval , and shall take all reasonable <br /> steps to reduce or eliminate the toxicity. <br /> C. Effluent Limitations (Discharge 002, to on—site soil flushing injection well <br /> system): <br /> 1 . The discharge shall not cause degradation of any water supply. <br /> 2. Discharge of an effluent in excess of the following limits is <br /> prohibited: <br /> Constituent Units Maximum <br /> Copper yg/l 6.5 <br /> Total Chromium yg/l 50 <br /> Arsenic yg/l 10 <br /> 3. Full capture of reinjected soil flushing water shall be maintained at <br /> all times. <br /> D. Sludge Disposal : <br /> 1. Residues resulting from the ion exchange treatment process, sludge, and <br /> other solids removed from the contaminated waters shall be tested and <br /> disposed of in compliance with Chapter 15, Division 3, Title 23, of the <br /> CCR and approved by the Executive Officer. <br /> 2. Any proposed change in sludge use or disposal practice shall be reported <br /> to the Executive Officer and EPA Regional Administrator at least 90 days <br /> in advance of the change. <br /> 3. Use and disposal of sludge shall comply with existing Federal and State <br /> laws and regulations, including permitting requirements and technical <br /> standards included in 40 CFR 503. <br /> 4. If the State Water Resources Control Board and the Regional Water <br /> Quality Control Boards are given the authority to implement regulations <br /> contained in 40 CFR 503, this Order may be reopened to incorporate <br /> appropriate time schedules and technical standards. The Discharger must <br /> comply with the standards and time schedules contained in 40 CFR 503 <br /> whether or not they have been incorporated into this order. <br />
