w <br /> WASTE DISCHARGE REQUIREMS ORDER NO.RS-2003-XXXX • <br /> SPXCORPORATION,MARLEY CO INTOWER COMPANY 4 <br /> IN SITU GROUNDWTER REMEDIATION PILOT STUDY,SAN JAOQUIN COUNTY <br /> TENTATIVE <br /> gallons of ethanol and 200 milligrams per liter(mg/1)NaBr solution will be injected; injection <br /> volumes may be modified based on the results of the Phase 1 pilot test. The monitoring program <br /> will utilize the existing monitoring well network.Three temporary wells will be installed to <br /> supplement the existing monitoring well network. <br /> 16. Groundwater will be monitored for the same suite of constituents as in Phase 1 pilot study(Cr VI,Br, <br /> Cu,As,Fe,Mn, SO4,NO3,and TDS)by laboratory analysis; ORP,DO,EC,temperature, and pH in the <br /> field). Monitoring will begin prior to calcium polysulfide/ethanol injection, and will continue at <br /> periodic intervals until it is no longer deemed necessary. <br /> 17. The injection of calcium polysulfide, ethanol and NaBr into the groundwater is a discharge of <br /> waste as defined by the California Water Code. <br /> 18. Based on the Discharger's experience at similar sites, short-term increases in sulfate and TDS <br /> concentrations may occur as calcium polysulfide is oxidized. Sulfate and TDS concentrations are <br /> expected to decrease to pre-injection concentrations overtime. <br /> 19. The Discharger has proposed a contingency plan that includes pumping of groundwater using the <br /> existing extraction and treatment system. The Discharger will maintain hydraulic capture of the <br /> pilot study treatment zone using the existing extraction system. <br /> 20. Phase 2 will be considered complete when sufficient data are obtained to demonstrate (a) effective <br /> delivery of the injected solutions, (b) effective reduction of hexavalent chromium, and (c) <br /> establishment of reducing conditions in the treatment zone. Monitoring will continue to assess <br /> long-term geochemistry changes. The effectiveness of the in situ remediation maybe evaluated <br /> before trends in all monitored constituents stabilize. <br /> 21. The pilot study will conclude when the injected concentrations of metals (hexavalent chromium, <br /> total chromium, arsenic, copper, iron, manganese, and other parameters (sulfate, calcium,nitrate, <br /> and total dissolved solids) stabilize. <br /> Basin Plan, Beneficial Uses, and Regulatory Considerations <br /> 22. The Water Quality Control Plan, Sacramento River and San Joaquin River Basins,fourth edition, <br /> (Basin Plan) designates beneficial uses, establishes Water Quality Objectives (WQOs), contains <br /> implementation plans and policies for protecting waters of the basin, and incorporates by reference <br /> plans and policies adopted by the State Water Resources Control Board (State Board). These <br /> requirements implement the Basin Plan. <br /> 23. The Basin Plan designates the beneficial uses of the underlying groundwater as municipal and <br /> domestic supply,industrial service supply, industrial process supply, and agricultural supply. <br /> 24. State Board Resolution No.-68-16 (hereafter Resolution 68-16 or the"Anti-degradation Policy") <br /> requires the Board, in regulating the discharge of waste, to maintain high quality waters of the state <br /> until it is demonstrated that any change in quality will be consistent with maximum benefit to the <br /> people of the State, will not unreasonably affect beneficial uses, and will not result in water quality <br /> less than that described in the Board's policies (e.g., quality that exceeds water quality objectives). <br />
