On February 3, 1999, during a phone conve sation with yourself, I stated that the <br /> observation casings were installed only in the UST excavation backfill and should not <br /> considered wells. I additionally requested that the JCEHD allow the observation casings <br /> be removed by an excavator during UST removal a tivities without obtaining a permit for <br /> well destruction from the SJCEHD. You agreed w th the above request as long as we <br /> could verify that the observation casings did not exi end into native soil beneath the USTs. <br /> On February 4, 1999, SECOR personnel measuredtotal depth in each observation casing <br /> to be approximately 14 to 14.37 feet below ground surface (bgs). Given the fact that the <br /> bottom of most UST excavations is at least 14 feet bgs and sometimes much deeper, it is <br /> safe to conclude that the observation casings do no extend down into native soil. <br /> Therefore, the observation casings will be abandoned during UST removal activities as <br /> stated above. <br /> If you have any questions regarding this letter, plea&e call me at (916) 364-1880. <br /> Sincerely, <br /> SECOR International Incorporated <br /> Rust '.
