Center Street <br /> Stockton CA <br /> San Joaquin County Environmental Health Department (SJC/EHD) had received Site <br /> Closure Report(Closure Report) dated July 31, 2006, and Quarterly Groundwater <br /> Monitoring Report Second Quarter 2006(QMR) date August 30, 2006, submitted on your <br /> behalf by SECOR International, Incorporated (SECOR) and has the following comments. <br /> Calculations of contaminant mass remaining at this site, in both soil and groundwater, <br /> were not included in the Closure Report. Please provide calculations of contaminant <br /> mass remaining at this site. On the Tri Regional recommendations, Appendix A - <br /> Checklist of Required Data, Table 1, item #8- "Concentration contours of contaminants <br /> found and those remaining in soil and groundwater, Both on-site and off-site", SECOR <br /> makes a notation of NIA but gives no technical justification for why this information would <br /> not be applicable to making a determination of no further action required at this site. <br /> Please provide the justification, or the contour map. Also needed is a projection of how <br /> long it will be until the groundwater will return to pre-release conditions. <br /> Table 2 of the QMR needs to be corrected for the Second Quarter 2006 results. The <br /> results for the chlorinated hydrocarbons are all reported at "0", which is not likely to be <br /> correct. In addition, the trends of reported chlorinated hydrocarbons, especially <br /> Trichloroethene, need to be addressed in the closure report. <br /> Please submit the additional information required as an addendum to the closure report <br /> no later than November 3: 2006.
