Johnson, RPA 04493 <br /> Office Building Manager III 06•a3 <br /> Department of General Services, State Of California <br /> 31 East Channel Street,Rm. 108 <br /> Stockton, California 95202 <br /> Re: Access Request for Soil and Groundwater Investigation <br /> Former BP/ARCO Station'No.4493 <br /> 205 North Center Street,Stockton, California <br /> Dear Mr. Johnson: <br /> This letter has been prepared on behalf of the Atlantic Richfield Company/BP West Coast Products LLC <br /> (Atlantic Richfield (ARCO)/BP), requesting access to the State of California property located at 31 East <br /> Channel Street in Stockton, California, to perform a subsurface environmental investigation. Atlantic <br /> Richfield/BP is requesting your permission to allow URS Corporation Americas (URS) and their drilling <br /> subcontractors access to perform a soil and groundwater investigation on the northern parking lot section <br /> of the state property. The well set is required by the San Joaquin County Environmental Health <br /> Department (SJC/EHD) to monitor groundwater petroleum hydrocarbon impacts associated with the <br /> former ARCO Station located at 205 N Center Street, Stockton, California. An SJC/EHD letter ordering <br /> the work is included in Attachment A. <br /> The investigation will include the drilling and in <br /> of one dual-completion groundwater <br /> monitoring well set. The monitoring wells will be installed as a set in one location. The wells will be <br /> enclosed in a 12-inch-diameter steel traffic-rated box mounted flush with the ground surface. The <br /> workplan addendum outlining the proposed work is included as Attachment B. The SJCEHD letter <br /> approving the workplan is included in Attachment A. Please note, the location noted in the workplan <br /> text has been revised from northeast of well set MW-11M/111) to north-northwest of well set MW- <br /> IIM/11D. A site map showing the revised proposed well set location is included in the workplan <br /> addendum in Attachment B. An SJC/EHD email approving the change in proposed location is included <br /> in Attachment A. Two copies of the standard access agreement are included in Attachment C. If you <br /> agree with the terms of the access" agreement, please sign and return both copies to URS.
