All the power lines (10-4 kV <br /> lines and 4-12 kV lines) to downtown Stockton are buried in the <br /> substation yard. Other energized lines connect all the equipment in the <br /> yard to the controls in the building. If the substation were de- <br /> energized to allow an investigation, approximately 20,000 customers in <br /> downtown Stockton including City Hall , County and State offices, the <br /> courthouse, the police station, numerous banks, and a portion of the <br /> Port of Stockton would be without power. <br /> Therefore, based on the site history which identifies very limited <br /> chemical usage, the chemical results for the soils sampled, the current <br /> and future site use as an electrical substation, and the dangers and <br /> disruptions inherent in subsurface investigation near high voltage <br /> equipment, PG&E strongly recommends no further site investigation be <br /> performed in Area II . <br /> 2. Project Schedule. As you requested, the project schedule has been <br /> revised to include an period for treatability studies prior to <br /> evaluating remedial action alternatives and a submittal date and review <br /> period for the Risk Assessment. We have scheduled these additional <br /> activities to occur concurrently with other project activities as much <br /> as possible, to minimize the extension of the total project schedule. <br /> The revised project schedule is enclosed. <br /> We look forward to your final approval of this Workplan.
