Mr. Val F. Siebal -2- January 15, 1991
r •
The RI/FS field investigation began on December 15. By the end of
December, six borings had been installed on the PG&E property,
three borings on the Morton Paint Company, and two background
borings. Soils were logged and samples sent to the laboratory for
chemical analyses which are currently pending.
(b) Technical Activities Expected in Current Quarter
During the current quarter, January to March 1992, PG&E
anticipates completing the proposed field investigation
activities. After well installation is complete, slug tests will
be conducted and water levels will be measured on a monthly
schedule. Field data will be evaluated and Phase 2 field
activities required, if any, will commence.
The letter report, "IRM - Report of Findings and Recommendations"
will be submitted to DTSC on January 15, 1992. After DTSC
approval of the report, implementation of the selected remedial
measure will begin. Encroachment permits will be obtained from
City of Stockton - Public Works for surface work; other permitting
requirements will be identified if necessary.
(c) Technical Activities Planned for Next Quarter
During the quarter from April to June 1992, PG&E expects to
complete any required Phase 2 RI field work, and to prepare the
draft RI report. Monthly groundwater level and quarterly
groundwater quality monitoring will proceed. Preliminary
assessment of feasible remedial alternatives will begin.
Implementation of the IRM recommendations should be completed.
(d) Problems or Anticipated Problems in Complying with Order
No significant problems are anticipated in complying with the
requirements of Order. Small communication problems were
encountered during the previous quarter which resulted in delays
and duplicated work effort. To avoid such problems in the future,
PG&E and DTSC staff have agreed to hold monthly meetings to review
and discuss written correspondence and progress of various
activities. A new schedule has been submitted with the final
modifications of the RI/FS Workplan.
(e) Results of Analyses. Tests. or Other Data
Chemical analyses of surface soils from the Hazelton Avenue strip
and background locations were received by PG&E at the very end of
the previous quarter. Dry weight total PNA concentrations ranged
.from 1 to 113 mg/kg in background samples and 6 to 234 mg/kg in
Hazelton Avenue strip samples. One sample from the strip had a
dry weight concentration of lead (1400 mg/kg) above the TTLC (1000
mg/kg) . No other analyses were above regulated levels or the
estimated background range. These results will be discussed in
the letter report, "IRM - Report of Findings and Recommendations"
which will be submitted to DTSC on January 15, 1992.
