This document provides recommendations to mitigate human
exposure to residues as required by Section 3.0 of the above referenced
Order.
After reviewing the various alternatives, PG&E supports the
recommendation of our environmental contractor, CH2M Hill , that a
concrete cover be placed over the entire embankment to address the
elevated PNAs. In keeping with the goals of the IRM, PG&E recognizes
that this action is temporary pending the adoption of a Remedial Action
Plan for the site. However, we believe the proposed cover fully
mitigates all potential human exposure pathways, and may serve as a
permanent measure, depending on the final Remedial Action Plan.
The Order specifically addresses soils in the southern portion of Area I
(Hazelton Avenue strip) . However, based on the results of the IRM
investigation, PG&E believes that it would be prudent to also evaluate
adjacent surface soils east of the Hazelton Avenue strip. These soils,
although not directly adjacent to the former MGP site, are similar in
overall appearance. Our consultant has sampled these soils at locations
shown to Mr. Fernando Amador on January 9. Based on the chemical
analysis of these samples, PG&E will propose the areal extent of the
concrete cover for this embankment.
We thank you in advance for your support of these activities. Following
your approval of the enclosed document, PG&E will initiate the interim
remedial measures.
Sincerely,
Yvonne J.
