As discussed in my phone conversation with <br /> Fernando Amador, the delay in starting the next phase of field work at the above <br /> referenced Site arises from the refusal of owners of off-site properties to permit the <br /> installation and sampling of monitoring wells on their properties. <br /> PG&E met with the Stockton City Fire Department and the Housing Authority of the <br /> County of San Joaquin (Housing Authority) on March 14, 1994 to discuss PG&E's <br /> request to install and sample ground water monitoring wells on their respective <br /> properties near the Site. Soon after that meeting, the Fire Department verbally <br /> declined our request. Following the meeting, PG&E sent a formal written request to <br /> the Housing Authority, which the Housing Authority formally refused in an April 1, <br /> 1994 letter(see attached letters). <br /> PG&E is proceeding to request permission from the City of Stockton to install <br /> monitoring wells on City streets (i.e., Commerce and Church Streets). We also plan <br /> to request permission from a private party to install a monitoring well on a restaurant <br /> parking lot across from the PG&E property on Church Street. Our plan is to obtain <br /> approval for the offsite monitoring well installations and have the wells installed by <br /> early to mid-June. Please approve the attached revised schedule which reflects the <br /> delays PG&E has encountered in obtaining approval for offsite monitoring well <br /> installation and our expectation for obtaining such approval and installing the wells by <br /> mid-June 1994. <br />
