Tjosvold, P.E. <br /> Chief, Sacramento Responsible Party Unit <br /> Site Mitigation Branch <br /> California Environmental Protection Agency <br /> Department of Toxic Substances Control <br /> Region 1 <br /> 10151 Croydon Way <br /> Sacramento, CA 95827-2106 <br /> Dear Mr. Tjosvold: <br /> Subject: Docket #HSA 90/91/08 - PG&E Stockton Former <br /> Manufactured Gas Plant (MGP) Site <br /> This is to follow up on our September 22, 1993, discussion regarding certain <br /> language in the "Final Remedial Investigation and Risk Assessment PG&E Stockton <br /> Former MGP Site" report dated August 1993. <br /> As we discussed, Fernando Amador of your staff, in a call to me on September 16, <br /> 1993, expressed the concern that in the above referenced report, PG&E had either <br /> stated or implied that the shallow aquifer groundwater in "zones A and B" at the Site <br /> is not "potentially potable". He further noted that such a statement or implication is <br /> contrary to State of California policy, and recommended that I contact you to discuss <br /> this issue. <br /> PG&E's position is that based on the currently available data, the zones A & B <br /> shallow groundwater is potentially suitable for municipal or domestic water supply, in <br /> conformance with the policy adopted by the State Water Resources Control Board in <br /> Resolution 88-63 (see also comment 6 it, the attachment to the March 1, 1993 <br /> correspondence from Yvonne J. Meeks to Anthony Landis). The issue of appropriate <br /> steps regarding constituents that were detected in zones A & B (shallow aquifer) <br /> groundwater will be addressed in the Feasibility Study and the Remedial Action Plan. <br /> These documents will be prepared and submitted following completion of the Phase <br /> III field work scheduled to begin this fall. <br /> Please call me at (415) 973-6911 or Robert Doss at (415) 973-7601 if you have any <br /> questions. <br /> Sincerely, <br /> 62� 72�01A <br /> Ronald L.
