Apparently the January <br /> Report was poorly prepared and was inadequate for the DTSC to <br /> provide complete comments. The January Report provided little <br /> information on the level of characterization completed in <br /> defining the extent of groundwater contamination in all 3 <br /> groundwater zones and provided no recommendations for collecting <br /> additional data to complete characterization. Defining the <br /> extent of groundwater contamination was one of the primary <br /> objectives of the investigation. The revised Report now presents <br /> PG&E's interpretation of the data collected and includes the <br /> recommendations for completing characterization of contaminants. <br /> Unfortunately the DTSC has found several of PG&E's <br /> interpretations and recommendations to be inadequate. Following <br /> are DTSC comments and enclosed are Regional Water Quality Control <br /> Board comments to be addressed in a final revised document: <br /> 1. A conclusion is made in Section 4 that the extent of PNA9 in <br /> groundwater Zone A have not been determined Particularly <br /> east of Area I but that the extent of PNAS in Zone B have C <br /> have been determined. The groundwater information presented <br /> in Tables 3-10 and 3-11 and figures 3-9 and 3-10 does not <br /> define the leading edge of PNA contaminants to the west and <br /> north of area I for Zone B and does not define the extent of <br /> PNA contamination in Zone C and thus the above conclusion <br /> cannot be adequately supported.
