ENV.
AMERICA D
244 California Street, Suite 500 JAN 2 4 2005
San Francisco, CA 94111
(415)989.9933 ENVIRONMENT HEALTH
Fax(415)9erica 4
wPERMIT/SERVICES
ww.envamenca.com
January 20, 2005
Mr. Duane White
Department of Toxic Substances Control
8800 Cal Center Drive
Sacramento, California 95826-3200
RE: Additional Groundwater Assessment
Vicinity of Well MW26R
Former Manufactured Gas Plant Site
Stockton, California
Dear Mr. White:
ENV America Incorporated (ENV America) has prepared this letter on behalf of Pacific Gas
and Electric Company (PG&E) for the former manufactured gas plant (MGP) site (Site)
located in Stockton, California. This letter has been prepared in response to a request by
the California Department of Toxic Substances Control (DTSC) in a December 21, 2004,
letter to PG&E. In that letter, the DTSC indicated that acenaphthene concentrations in
MW26R have increased since 1997. The DTSC requires that PG&E evaluate the
groundwater conditions, identify and define the problem, and propose a solution to meet
groundwater goals. The DTSC requested that PG&E submit plans to address the
groundwater conditions in the vicinity of MVV26R within 30 days of their letter. In the letter,
the DTSC also approved the decommissioning of eight existing wells at the Site and
requested a well decommissioning work plan from PG&E.
PG&E will submit a work plan to evaluate the groundwater conditions in the vicinity of
MW26R and to decommission eight existing wells. The work plan will be submitted to the
DTSC by February 25, 2005. The approach for assessing the extent of acenaphthene
concentrations in groundwater in the vicinity and downgradient of MW26R will be
presented in the work plan. A new groundwater monitoring well downgradient of MW26R
will be proposed in the work plan. The construction details and location of the
downgradient well will be discussed in the work plan. An estimated schedule for the
assessment, well decommissioning, and well installation will be included in the work plan.
