Fernando's Place page 2 <br /> 1201 S . Center St, , Stockton <br /> EHD has not received a Site Conceptual Model (SCM ) for this site. In order to <br /> better understand the threat posed by the contaminant mass remaining in the <br /> soil , its potential to further impact the ground water, and how it may be migrating <br /> offsite , EHD will require you to submit a SCM that addresses these concerns . A <br /> technical justification to implement interim remediation must be supplied for EHD <br /> to concur with the proposed interim corrective action . If it can be shown that the <br /> plume is unstable and/or expected to further degrade the ground water in the <br /> area , EHD will approve an interim remedial action to proceed . Otherwise the site <br /> characterization should be completed and a final remediation plan prepared . <br /> Additionally, remedial alternatives are to be evaluated for cost-effectiveness and <br /> feasibility. Based on AGE's understanding of the contaminant mass and the soil <br /> lithology under your site , your consultant should be able to conclude which <br /> remedial alternative is likely to be most cost-effective at this site . Once this <br /> decision has been declared in a Feasibility Study, EHD will allow testing of that <br /> method for purposes of designing the system . <br /> The Plan is inadequate for addressing the vertical delineation requirement as <br /> directed by EHD . The testing of remedial alternatives is not approved without an <br /> evaluation of the cost-effectiveness and a feasibility study. The Plan is not <br /> approved as submitted . <br /> A revision to the Plan is required within 30 days. Please submit a proposal that <br /> includes an onsite vertical investigation .
