Center St. <br /> Stockton , CA 95206 <br /> San Joaquin County Public Health Services , Environmental Health Division ( PHS- <br /> EHD) has reviewed the "Work Plan - Phase 1 Site Investigation " as submitted by your <br /> consultant, Foothill Engineering , and has the following comments . <br /> The proposal to place only one "push-bore" at the area of the former Tank 1 and <br /> Tank 2 area is approved but will require a groundwater sample to be taken also and <br /> analyzed for the same constituents as you proposed for the soil samples . <br /> The "standard 2" PVC monitoring well" you proposed to place at former Tank 3 area <br /> if "obvious conditions exist as to the contamination of the soil" is approved under the <br /> following conditions . The screened interval proposed at 10 feet long will be <br /> inadequate due to extreme groundwater level fluctuations . Groundwater recharge <br /> and seasonal draw-down conditions will require modifications to ensure that the well <br /> will be in service as the groundwater drops during the drier months of summer. It is <br /> recommended that a 20 foot screened interval be installed with at least 12 to 15 feet <br /> of screen below the depth to water at the time of installation . <br /> A complete and detailed construction diagram of the revised monitoring well should <br /> be submitted to PHS- EHD prior to the final workplan approval and should show all <br /> dimensions , lengths , and materials to be used in the construction of the well . <br /> The piping line from Tank 3 to the former dispenser is still in the ground and has not <br /> been properly destroyed or sampled . In order to properly complete the tank closure <br /> and prior to any site certification , the line must be sampled and destroyed in place or <br /> removed . PHS- EHD recommends that you include this procedure in this workplan 's <br /> addendum or plan on addressing this procedure in the very near future . <br /> Please have your consultant submit an addendum or revised workplan that includes <br /> the above noted items . Push-bores and monitoring well installations require a permit. <br /> Enclosed for your convenience is a blank application for the borings and well . After <br /> your California C-57 licensed well drilling contractor completes and signs the form , <br /> please submit it to PHS- EHD with a $89 check. <br /> A Division of San Joaquin County Health Care Services <br />
