CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION DRAFT MONITORING AND REPORTING PROGRAM NO. R5-2008-0149-XXX FOR IN-SITU GROUNDWATER REMEDIATION AT SITES WITH VOLATILE ORGANIC COMPOUNDS, NITROGEN COMPOUNDS, PERCHLORATE, PESTICIDES, SEMI-VOLATILE COMPOUNDS AND/OR PETROLEUM HYDROCARBONS FOR FERNANDO'S PLACE 1201 SOUTH CENTER STREET, STOCKTON SAN JOAQUIN COUNTY This Monitoring and Reporting Program (MRP) describes requirements for monitoring a groundwater extraction and/or treatment system. This MRP is issued pursuant to Water Code Section 13267, and has been prepared based on Attachment C, a part of General Order R5-2008-0149. No changes to this MRP shall be implemented unless and until a revised MRP is issued by the Executive Officer of the Central Valley Water Quality Control Board (Board). As appropriate, Board staff shall approve specific sample station locations prior to implementation of sampling activities. PROJECT 1. Parties Submitting a Notice of Intent under General Order R5-2008-0149: Fernando's Place (herein referred to as "the Discharger"). 2. Project Location: The project is located at the intersection of Jackson Street, French Camp Road, and South Center Street in Stockton. The site is currently occupied by several buildings, including a small-engine repair facility and a single-story, multi-family residence in the city of Stockton, San Joaquin County, Township/Range/Section 01N, 06E, S9, MDB&M. The assessor parcel number is 147-160-03. 3. Project Description: In October 1994, two 500-gallon and one 8,500-gallon gasoline underground storage tanks (USTs) were removed from the site. Petroleum hydrocarbon impact to soil and groundwater was encountered during the UST removal and subsequent investigations. The primary constituents are total petroleum hydrocarbons as gasoline (TPHg), benzene, toluene, ethylbenzene, and xylenes (BTEX), and 1,2-dichloroethane (1,2-DCA). Between 1998 and 2010, a number of soil and groundwater investigations were completed. Between November 2009 and December 2011, soil-vapor extraction remediation was performed at the site. Based on the continued elevated dissolved petroleum concentrations, it has been determined that focused groundwater remedial efforts are required to more expeditiously and cost-effectively clean up the petroleum hydrocarbon impacts to groundwater beneath the site.
