Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 1201 Center Street S., Stockton, CA <br /> 2013 EHD Response to Fifth RSR CUF Claim No 12186 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> Fifth Review Summary Report dated 22 November 2013 from Mr. Robert Trommer of the State <br /> Water Resources Control Board (SWRCB) Cleanup Fund (CUF) for above-referenced site. The <br /> CUF recommends that the EHD direct the responsible party (RP) to complete the lateral <br /> delineation of the plume and to implement cost effective soil and groundwater remediation that <br /> will significantly reduce contaminant mass in the source area. Further, the CUF expressed its <br /> skepticism that the selected remediation technology would accomplish the task. <br /> The EHD concurs with the CUF recommendations in the RSR and will issue a directive letter to <br /> complete_the_plume_delineation. The EHD is also concerned regarding use of ozone to address <br /> this plume, but the consultant is confident of good results, the infrastructure has been installed <br /> and at this time the system has approximately 36 days of operation.
