This case does not meet all of the required criteria of the Policy. A summary
evaluation of compliance with the Policy is shown in Attachment 1: Compliance with State
Water Board Policies and State Law. The Conceptual Site Model upon which the evaluation of
the case has been made is described in Attachment 2: Summary of Basic Case Information
(Conceptual Site Model). Previous Recommendations are included in Attachment 3.
Highlights of the case follow:
This case is a small-engine repair facility and multi-family residence in Stockton. An unauthorized
release was reported in November 1994 following the removal of three gasoline USTs. Soil vapor
extraction was conducted between November 2009 and December 2011 for a total of
16,119 hours, which removed 22,715 pounds of total petroleum hydrocarbons as gasoline (TPHg).
Ozone sparging wells were installed and system startup is pending. Since 2000, 10 groundwater
monitoring wells have been installed and monitored. According to groundwater data, water quality
objectives have not been achieved.
The petroleum release is limited to the soil and groundwater. According to data available in
GeoTracker, there are no supply wells regulated by the California Department of Public Health or
surface water bodies within 250 feet of the Site. No other water supply wells have been identified
within 250 feet of the Site in files reviewed. Water is provided to water users near the Site by the
Stockton East Water District and the California Water Service.
FELICIA MARCUS,CHAIR I THOMAS HOWARD,EXECUTIVE DIRECTOR
1001 1 Street,Sacramento,CA 95814 I Mailing Address:P.O.Box 100,Sacramento,Ca 95812-01oo I www.water1Coards.ca.goV
C#RECYCLED PAPER
