In that report, it was stated that drill cuttings generated as <br /> part of the work described in that report were hauled to Forward Landfill for disposal. It has <br /> come to my attention that the disposal of the soil at Fonvard Landfill cannot be documented. It <br /> is not known what happened to the soil. <br /> Six yards of drill cuttings were generated during the ins Ration of two wells and one soil boring <br /> in August 1998. The soil was piled on visqueen on the comer of the property away from the <br /> street. The soil was sampled and profiled(see attachments)for disposal as non-hazardous waste <br /> at Forward. Manley Trucking was contracted to haul the soil to the landfill. Manley's crew <br /> went to the site on October 31, 1998. Apparently,there was no soil there. Manley never called <br /> Unocal, but instead sent an invoice(copy attached)fort the quoted price to haul the soil and noted <br /> "No soil on site dry run"on the invoice. I did not see the note when I approved the invoice on <br /> November 17, 1998. <br /> While reviewing my mid year budget numbers in June ef 1999,I tried to find the bill from <br /> Forward Landfill. I was not able to find one, so I looked for the trucking invoice and noticed the <br /> note indicating there was no soil. I contacted Pacific Environmental. They were under the <br /> assumption that Manley hauled the soil to Forward,but had no documentation regarding the <br /> disposition of the soil. I had them go to the site to make sure the soil was not still there. It was <br /> not. Pacific contacted the landfill. The landfill had no tecord of the drill cuttings cowing to their <br /> facility. I contacted the property owner to see if their maintenance people may have removed the <br /> soil while trying to prepare the site for sale, but they could offer no information on the <br /> disposition of the soil. <br />
