For clarification, the following
recommendations are offered.
The delineation of contamination in the soil and groundwater both laterally and
vertically is required. Subsurface data from soil and groundwater samples
should provide information that will allow the site to be assessed for the extent of
contaminated mass, the average concentration of petroleum impacted soil, and a
determination if the soil has completed its "loaing" to the groundwater or
whether it can be expected to continue to increase its impact to the groundwater.
Identification of all wells within a 2000 foot radius of this site must be completed.
Further assessment in the area of the former waste oil tank is needed. Solvent
contamination from the waste oil tank appears to exist in monitoring well #U-3
and a lateral and vertical plume determination s required. Additionally, high
levels of gasoline have been detected in the newest monitoring well (#U-5) and
further down-gradient investigation is required.
Once the site has been fully assessed and feasibility testing completed, a
Corrective Action Plan (CAP) is to be submitted to PHS-EHD that addresses
remedial methods and evaluates at least two alternatives for cost-effectiveness.
This CAP is to include the costs and time frame estimates needed to return the
groundwater to it's designated "beneficial use"r, Once approved by PHS-EHD,
the Corrective Action Plan is submitted to the State Water Resources Control
Board (SWRCS), Clean Up Fund (CUF) for pry-approval of costs.
A Division of San Joaquin County Health Care Services
