Unocal's status
of investigations and proposal for proper abandonment of the two underground storage tanks(USTs)
located beneath the Eleventh Street sidewalk are presented below.
Status of Site Assessment Activities
Analyses of groundwater samples collected during the see)nd and third quarters of 1995 identified the i
I I
presence of dissolved-phase petroleum hydrocarbons in Monitoring Wells U-1 and U-2,while
groundwater samples collected in the fourth quarter 1995(contained no detectable hydrocarbons. Given
the attenuating trend in hydrocarbon concentrations currently noted in site wells,it is Unocal's opinion
that additional groundwater monitoring is necessary, prior'to determining if additional on-site or off-site
investigations are warranted. Unocal will submit status reports quarterly to interpret groundwater
monitoring data and provide proposals for continuing next phase investigations.,if appropriate.
Status of UST Abandonment
i
I
As you know Unocal's site consultant,Pacific Environmel tal Group Inc.,has been in contact with Mr.
Mark Thrailkill of the City of Tracy,Public Works Department(the City)and yourself, since July of
1995 regarding proper abandonment procedures for the USTs. On January 18, 1996 you spoke with Joe
Muzzio of PACEFIC and indicated that you had discussed the UST issue with the City and offered three
options for UST closure: (1)Remove the USTs by conventional methods requiring sidewalk opening;(2)
