Box 388 Stockton, CA 95201-0388 <br /> 2091468-3420 <br /> ED RALSTON MAILED D E C 2 61995 <br /> UNOCAL CORPORATION <br /> 2000 CROW CANYON PLACE SUITE 400 <br /> SAN RAMON CA 94583 <br /> RE: Former Unocal #0123 SITE CODE: 505099 <br /> 1034 Central Avenue <br /> Tracy, CA. 94805 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has reviewed the "Soil <br /> and Groundwater Assessment" dated November 22, 1995 as submitted by Pacific Environmental Group and has <br /> the following comments. <br /> Groundwater.samples collected on June 2, 1995 confirm the presence of petroleum constituents in monitoring <br /> wells U-I and U-2. Soil samples also confirm petroleum impacts in the shallow soil from the north-westem area <br /> of the site. Further investigation to determine the lateral extent of the contamination will need to be addressed in <br /> future workplans. <br /> PHS-EHD is concerned that two single-walled, riveted plate steel tanks were discovered in the area of the site at <br /> the city sidewalk. These underground tanks (IJGTs) may not remain in the ground abandoned as they are. <br /> A closure plan and associated fees are to be submitted to PRS-EHD for review immediately. If over- <br /> excavation of contaminated soils at the time of UGT removal may be as option for our, please ensure that <br /> Corrective Action/Public Participation concerns are addressed in your Tank Closure Plan. Enclosed please find a <br /> closure pian application. <br /> PHS-EHD agrees with the recommendation that the three monitoring wells on site should be monitored and <br /> sampled on a quarterly basis. Pursuant to Section 2652(d) of the Underground Storage Tank Regulations <br /> (California Code of Regulations, Title 23, Subchapter 16) a quarterly-monitoring report shall be submitted to the <br /> Environmental Health Division (PHS-EHD) and Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) until the investigation and cleanup of the site is' deemed adequate. The report is to show the: <br /> -status of the investigation and cleanup activities including the results of all investigations completed to <br /> date; <br /> -proposed, continuing, or next phase of investigation; <br /> -method of cleanup proposed or implemented and se edules for the completion of the investigation and <br /> remediation of the site; <br /> -method and location of disposal of the released hazardous substance and any contaminated soil or <br /> groundwater; <br /> -manifest required for transport of hazardous substances; <br /> -monitoring well data including groundwater elevation, pH, conductivity, temperature, gradient, and <br /> status of wells; <br /> -analytical results of groundwater or soil sampling, and <br /> -site map showing the "zero-line" of contamination, if known, and changes in the above measurements <br /> over the last quarter. <br /> A Division of San Joaquin County Health Care Services <br />
