The RWQCB named five parties in its Order: <br /> t.hn former operators_ of the service station, the oil�companlr <br /> hose predecessor owned the pToperty, Wendy's international, <br /> enwest--the franchise owner, and Susan Rase, a retired school <br /> teacher in Hawaii who has inherited the meal property from. her . <br /> other.
