t hKLEIN FELDER <br /> EXECUTIVE SUMMARY <br /> This is a report of Kleinfelder's Limited Phase II Environmental Site Assessment conducted at the <br /> proposed Tracy Multimodal Station (portion of APN: 235-150-16) located on the SEC of Central <br /> Avenue/Sixth Street in Tracy, California(See Plate 1). Mr. Harry Montgomery of The San Joaquin <br /> Regional Rail Commission, retained Kleinfelder to conduct the assessment in accordance with a <br /> Consultant Services Agreement, No. A-97-011, entitled "Tracy Multimodal Station Hazardous <br /> Materials and Geotechnical Testing", dated April 3, 1997. <br /> ' Espana Geotechnical Consultants conducted a Phase I Environmental Assessment of the subject <br /> site in January and February 1996. Their report entitled"Phase I Hazardous Materials Study, Tracy <br /> Multimodal Station, City of Tracy, California," dated March 1996, included the following <br /> recommendations related to the subject site: <br /> • Soil sampling and analysis for petroleum hydrocarbons, lead, heavy metals, and volatile/semi- <br /> volatile organics adjacent to the southern boundary of the site. <br /> • Groundwater sampling and monitoring along the southern boundary of the site <br /> • Soil sampling and analysis for hydrocarbons and volatile/semi-volatile organics along the <br /> northwest property boundary. <br /> In May 1997, Kleinfelder submitted a workplan to San Joaquin County Public Health Services <br /> Department Environmental Health Division (PHS/EHD), based on Espana's Phase I report and <br /> Kleinfelder's contract with the San Joaquin Regional Rail Commission. However, PHS/EHD did <br /> not grant permit or workplan approval until a copy of the "right-of-entry" agreement for the Phase <br /> II Environmental Site Assessment was provided to their office. A copy of the right-of-entry <br /> agreement was supplied by the San Joaquin Regional Rail Commission(SJRRC) to Kleinfelder and <br /> subsequently PHS/EHD in February 1998. Based on the submittal, permit and workplan approval <br /> was given. <br /> During February and March 1998, Kleinfelder conducted the Limited Phase II Environmental Site <br /> Assessment of the subject site. As a part of the field assessment, a total of nine exploratory soil <br /> borings were drilled, six in the areas of environmental concerns (B1/HP-1 through B6/HP-6) and <br /> ' three for geotechnical purposes (B7 through B9). Boring B7 was used as for both environmental <br /> and geotechnical purposes. Borings B1/HP-1 through B3/HP-3 were located along the northern <br /> border of the site adjacent to a Santa Fe Pacific petroleum pipeline. Borings B4/HP-4 through B7 <br /> were located along the southern border of the site and in the southwestern portion of the site, <br /> adjacent to the Southern Pacific Transportation easement and the proposed station building (See <br /> Plate 2).
