kn K L E I N F E L D E R
' 1 BACKGROUND
Espana Geotechnical Consulting conducted a Phase I Hazardous Materials Study of the proposed
Tracy Multimodal Station in Tracy, California, in January and May, 1996. In part, Espana's
Phase I report recommended soil sampling along the southern and northwestern property
boundaries. Groundwater sampling was also recommended along the southern boundary of the
site.
Espana Geotechnical Consultants conducted a Phase I Environmental Assessment of the subject
site in January and February 1996. Their report entitled"Phase I Hazardous Materials Study, Tracy
Multimodal Station, City of Tracy, California," dated March 1996, included the following
recommendations related to the subject site.
• Soil sampling and analysis for petroleum hydrocarbons, lead, heavy metals, and volatile/semi-
volatile organics adjacent to the southern boundary of the site.
• Groundwater sampling and monitoring along the southern boundary of the site
• Soil sampling and analysis for hydrocarbons and volatile/semi-volatile organics along the
' northwest property boundary.
In May 1997, Kleinfelder submitted a workplan to San Joaquin County Public Health Services
' Department Environmental Health Division (PHS/EHD), based on Espana's Phase I report and
Kleinfelder's contract with the San Joaquin Regional Rail Commission. However, PHS/EHD did
not grant permit or workplan approval until a copy of the "right-of-entry" agreement for the Phase
' II Environmental Site Assessment was provided to their office. A copy of the right-of-entry
agreement was supplied by the San Joaquin Regional Rail Commission(SJRRC) to Kleinfelder and
subsequently PHS/EHD in February 1998. Based on the submittal, permit and workplan approval
' was given.
During February and March 1998, Kleinfelder conducted a limited Phase II Environmental Site
' Assessment of the property. This report summarizes our findings.
1
' 20-4054-0LEO 1/2018R299 Page 6 of 15
©1998,Kleinfelder,Inc. May 8, 1998
