r.
Jennifer Frase [EH] L
To: Gregartlip@bestlogistics.net; Charlotteartlip@bestlogistics.net
Subject: Manifests for Waste Tire disposal
My name is Jenni, I work for San Joaquin County Environmental Health Department, and I was at your facility on June 5,
2007 for a waste tire inspection. Charlotte Artlip was the person I had contact with. At the time of inspection, I viewed
manifests that were needed from registered waste tire haulers, but I did not explain at the time that I wasn't looking for
manifests from one of your vendors, Chavez Tire Service, and I'd like to clarify. Chavez Tire Service contacted me
regarding the matter, and I attempted to phone you this afternoon. Upon reaching only your voicemail, I did not want to
leave a voice message, but to put this information in writing as to avoid confusion.
Chavez Tire Service has met with me in the past regarding California Integrated Waste Management Board's Waste Tire
Hauler Registration. We considered that in order to haul ten or more waste tires at a time, hauler registration would need
to be obtained by Mr. Chavez. Upon examining his service vehicle, it was agreed that he could not hold ten tires or more in
his vehicle and therefore would not be hauling illegal amounts of tires. Thus, hauler registration and manifesting would not
be necessary for Chavez Tire Service.
For his customers, Mr. Chavez was instructed to leave invoices reflecting the amount of tires he removed from any site, to
account for tire disposal and service. This is more than adequate because he does not haul ten or more tires at a time. Mr.
Chavez also established his tire disposal and retreading methods, and these were confirmed and approved by our
department.
Our department is very supportive of local business, and I want to ensure you that Mr. Chavez is not practicing wrongful
business practice regarding tire manifesting. Please feel free to continue doing business in this manner. Invoices left by
tire service contractors that are not registered waste tire haulers, for quantities of tires less than ten, supports your
business practice of proper tire disposal. Manifests for any amount of tires are required of registered waste tire haulers, as
you have obtained and provided at the time of inspection. Mr. Chavez is not registered and is not required to leave
manifests, provided he hauls nine tires or less at one time.
Should there be any questions, feel free to contact me at (209) 468-9966.
Sincerely,
Jenni Frase
i
