(AGE) has prepared this <br /> Spill Prevention Control and Countermeasure Plan (SPCCP) Amendment to correct the <br /> violation noted within the 31 January 2019 aboveground petroleum storage act inspection <br /> that was conducted by the San Joaquin County Environmental Health Department <br /> (SJCEHD). <br /> In the Aboveground Petroleum Storage Act inspection conducted on 31 January 2019, <br /> SJEHD indicated a violation listed under item number 706. Violation number 706 <br /> indicated that secondary containment for the 10,000-gallon and 12,000-gallon diesel <br /> tanks was insufficient because the tanks had been permanently manifolded together. In <br /> order to operate the storage tanks in such a way that they do not function as a single <br /> storage tank, Silva Trucking obtained DonLee Pump Company in June 2019, to install an <br /> Automatic Electronic Fuel Siphon Monitoring/Management System. The monitoring <br /> system contains the following characteristics: <br /> • An ]noon Fuel Management System model #IN-DC-404 has been installed with a <br /> liquid sensor mounted on the wall of the existing containment wall. The fuel <br /> management system includes one Incon Liquid Sensor mounted adjacent to the <br /> existing enclosure wall, one NEMA 4X indoor/outdoor weather protected lockable <br /> box, and one elevated system status indicator light. <br /> • A Morrrison 710-0200 IV, two-inch electronic Solenoid Valve has been installed <br /> between the two tanks. The valve only allows for flow from the 12,000-gallon tank <br /> to the 10,000-gallon tank.
