BAY Q*HEA <br /> t <br /> TA's <br /> b C»9T8K,9 <br /> 1 .0 INTRODUCTION <br /> Conti Materials Services owns and operates a fleet fueling aboveground storage tank (AST) <br /> located at 3932 Newton Rd . Stockton, CA 95205 . Onsite the facility has one (1) horizontal tanks <br /> used to store diesel . The tank was inspected per SP-001 . As no other inspection reports were <br /> provided, this inspection will serve as the first inspection of the site' s tank to meet integrity testing <br /> requirements outlined in the Code of Federal Regulations 40 CFR 112 . All tank inspections were <br /> external . <br /> 2 .0 INSPECTION METHOD <br /> A representative of Conti Materials contracted Bay Area Tank and Coatings (BATC) of <br /> Vancouver, WA to review the tank' s structural integrity. The Steel Tank Institute (STI) SP-001 <br /> "Standard for the Inspection, Repair of Aboveground Storage Tank" was selected as appropriate <br /> based on the tank' s original design . Additional inspection methods for the tank that may fall <br /> outside the SP-001 limitations may follow a hybrid program as outlined in 40 CFR 1121 . <br /> The inspection process holds two purposes, the first is to meet regulatory requirements and avoid <br /> fines and penalties . The second is to observe operating conditions and suggest improvements to <br /> protect the AST owner from future spills, fire hazards, as well as suggest industry standards used <br /> to lower maintenance and improve oil handling. The areas where additional attention should be <br /> placed shall be highlighted as "Recommended"; or `RegIlredr' <br /> 3.0 INSPECTION <br /> On February 6th, 2019, BATC conducted an inspection of the tank summarized in the following <br /> table, including shell integrity, leaks and odor, tank design uses, vents, filling procedures, <br /> containment review, and liquid level meters and alarms . This inspection will constitute the first <br /> cycle or until the tank is found to have leaks in the interstice or other conditions effecting risk- <br /> based factors . <br /> 1 The professional engineer (P.E.) may use industry standards, along with other good engineering principles, to develop a customized <br /> inspection and testing program following American Petroleum Institute (API) 653, National Fire Protection Association Fire Code <br /> (NFPA 30), Local Fire Code(s), API 575 Atmospheric and Low Pressure Tank, API 570 Piping Inspection Code or API 579 Fitness for <br /> Service.
