Lopez : <br /> Per a 40 CFR (§112. 5 (c)) a Professional Engineer (PE) must certify all technical <br /> amendments to an existing SPCC Plan. B2Engineering has reviewed the integrity <br /> testing sections of the 2007 Conti Materials Services SPCC plan and has found the need <br /> for amendments to the SPCC Plan. <br /> Background: Conti Materials Services owns and operates a fleet fueling aboveground <br /> storage tank (AST) located at 3932 Newton Rd . Stockton, CA 95205 . Onsite the facility <br /> has one (1 ) horizontal tank used to store diesel . A Spill plan was prepared in 2007. <br /> Section 6 . 1 . 2 of the SPCC plan states that the tank must be inspected every 10 years per <br /> API 653 . L..., <br /> Amendment. The fleet fuel tank is an UL442 double walled horizontal steel tank . API <br /> 653 inspections are intended for very large bulk fuel tanks and do not pertain to <br /> horizontal double walled tanks . The following changes shall be made . <br /> Section 6 Table 3 <br /> Monthly inspections by Conti personnel shall also include the following; The interstice <br /> monitoring port shall be " sticked" by placing a wooden dowel into the interstice port to observe <br /> for fluids and odor . If found the fluids shall be pumped out and inspected the next day . If fluids <br /> are present the second day the tank shall have a Yd party internal inspection . <br /> Section 6 .1 . 2 SPCC Periodic Integrity Testing <br /> Formal 3rd party external inspections shall be performed utilizing STI ' s SP - 001 inspection <br /> methods and shall include interstice observations every 5 years .
