Charter Way SITE CODE: 1055 <br /> Stockton, CA <br /> The review of the file for the above noted site by San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) staff revealed that operating permits have been issued only <br /> for the years of 1992 and 1993 (copies enclosed). <br /> The unauthorized release was discovered at this site on October 27, 1988 when a dispenser island <br /> was removed from the site. A permit to operate was not issued to this facility in the years from 1988 <br /> to 1991 as PHS/EHD did not issue operating permits to facilities with documented contamination during <br /> this time. <br /> PHS/EHD cannot currently issue operating permits due to computer difficulties (please see enclosed <br /> letter). <br /> PHS/EHD did not send an initial directive letter to this facility. The investigation was initiated <br /> voluntarily by Texaco. This site was placed in the "Pilot Program" (now the Local Oversight Program) <br /> after PHS/EHD received a workplan from Texaco to investigate the release (copy enclosed). <br /> Based on the review of the file, it is our determination that this facility has been operating in <br /> compliance with the regulations and should be considered for state funding. <br /> If you have any questions or comments regarding this letter, please contact Linda Turkatte, Senior <br /> REHS, at (209) 468-3441. <br /> Donna Heran, REHS, Director <br /> Environmental Health Division <br /> Linda A.
