(Cambria)and has the following comments.
In the work plan Cambria proposes to continue the investigation at this site with the installation of three
groundwater monitoring wells built to depths of 80 feet below surface grade(bsg)to monitor the'B
zone' groundwater. SJC/EHD approves the proposed locations for the additional deep groundwater
monitoring wells.
Cambria has proposed no 'A Zone'wells toward the southeast, stating, "A Zone assessment is
prohibited due to the presence of adjacent LUST sites". SJC/EHD is unaware of any prohibition
against assessing the plume of dissolved contaminants resulting from the unauthorized releases from
your UST system. The SJC/EHD does not consider the 'A Zone' plume at your site to be delineated
toward the southeast. SJC/EHD has found that the Regional Water Quality Control Board, Central
Valley Region (CVRWQCB)will not concur with SJC/EHD closure recommendations if plumes are not
fully assessed. Therefore, SJC/EHD strongly recommends that an 'A Zone'well be installed near
either MW-20 or MW-21 to hopefully complete the plume assessment in that direction. Installation of
such a well concurrently with the approved scope of work should minimize mobilization costs.
The LUST sites toward the south, 1426 and 1444 S. Lincoln St. are now under CVRWQCB oversight.
SJC/EHD has been informed that a work plan to continue the site investigation for 1444 S. Lincoln St.
will be submitted in March 2007. If the results of site investigations at these sites show the southeast
'A Zone' welt to be impacted by an adjacent sites plume, SJE/EHD will not require you to continue to
monitor it and will approve transfer of ownership or destruction of the well.
If you have any questions please call Lori Duncan at(209)468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Nuel C.
