6 <br />Touchstone <br />Developments <br />Environmental Management <br />1.0 INTRODUCTION <br />This document is intended to fulfill the requirements for a <br />Corrective Action Plan for Chevron Station Number 9-2033, as <br />requested by San Joaquin County. The service station is <br />located at 508 West Charter Way in Stockton, California <br />(Figure 1). Permitting is in process to remove all <br />Underground Storage Tanks (USTs), dispensers, and associated <br />piping. Plans are to abandon the service station after USTs <br />and piping are removed. <br />The scope of work proposed in this work plan includes UST <br />and piping removals, soil excavation, and a proposal for <br />soil aeration. Further corrective action measures may be <br />necessary depending on findings from the activities proposed <br />in this workplan. <br />2. SITE CONDITIONS AND BRIEF HISTORY <br />The site is an operating service station awaiting <br />abandonment. The station has been operating as a service <br />station since 1956. In 1972 the station was reconstructed <br />and the USTs were removed and replaced with the current four <br />single-wall fiberglass USTs (Two -10,000 gallon, one -6,000 <br />gallon capacity for gasoline and one -1,500 gallon for waste <br />oil). All USTs have been tested "tight" since 1986. Also to <br />be removed will be an oil -water separator and three <br />hydraulic/semi-hydraulic hoists. Everything but the station <br />building is to be removed. <br />In 1995 a site assessment was performed by Groundwater <br />Technology, Inc. (GTI) where three groundwater monitoring <br />wells were installed and one soil boring was drilled and <br />sampled. The results were documented in GTI report dated May <br />11, 1995. Quarterly monitoring well sampling and reporting <br />has continued to the present. Depth to groundwater has been <br />observed at approximately 27 to 30 feet below grade. <br />3.0 SCOPE OF WORK <br />A combination of site assessment and soil remediation will <br />be performed concurrently with station abandonment. Soil <br />remediation will occur by excavation as obvious areas of <br />hydrocarbon impacted soils are exposed and overexcavated <br />during abandonment activities. <br />3.1 UST Removal and Excavation <br />The UST removal and service station abandonment is scheduled <br />to occur during September 1996.
