0 0
versus gasoline USTs/piping areas. A Photoionization
Detector (PID) will also be used to field screen soil and
segregate them by contaminant concentration. Soil generated
from the waste oil UST, oil/water separator, or hoists will
be profiled separately. If analytical results (discrete
samples collected every 25 cubic yards) indicate that soil
is below 10 Parts Per Million (ppm) Total Petroluem
Hydrocarbons (TPH) as gasoline or oil and .005 ppm benzene
then the soil will be considered acceptable for backfill and
stockpiled onsite for reuse.
Soil generated by excavating potential source areas will be
segregated and sampled. Discrete soil samples will be
collected for approximately every 25 cubic yards, and sets
of four discrete samples will be composited into one at the
laboratory to characterize approximately every 100 cubic
yards. Stockpiled soil slated for off-site disposal would be
those where TPH as oil are greater than 10 ppm. If the only
contaminant is gasoline and is greater than 10 ppm, then an
aeration permit will be obtained from San Joaquin Valley
Unified Air Pollution Control District (SJVUAPCD) to perform
aeration for these stockpiles until acceptable for reuse as
onsite backfill.
Aeration will be performed in compliance with SJVUAPCD's
permit by spreading the allowable volume of soil per day
into thin lifts approximately 8 to 10 inches thick. The soil
will then be mechanically tilled and turned to allow for
maximum volatilization. When aeration is suspected to be
complete, the soil will be resampled at a frequency of one
discrete sample per 25 cubic yards, on a grid interval until
TPH and benzene are below already set limits.
Soil stockpile samples will be collected by removing the top
6 to 12 inches of soil in each stockpile, then pushing a
sample tube into the soil until completely full. Samples
will be sealed, labeled, recorded on a Chain -of -Custody form
and transported in a cooler with ice to the laboratory.
3.3 Schedule for Implementation
Onsite activities are expected to commence in September
1996, after the acceptance of this work plan. After USTs are
removed, overexcavation activities, aeration/disposal are
expected to be completed within a two month period, weather
permitting.
A comprehensive report of activities will be submitted
within 45 days after completion of field activities.
3
