(Shaw) to modify the
previously approved Addendum to Work Plan for Additional Assessment and Remedial
Design for Groundwater, dated August 31, 2005.
The modification proposed is to change drilling/field-screening methods. Initially Shaw
proposed to use a technique called Ultra-Violet Induced Fluorimetry Cone Penetration
Testing (UVIF-CPT). The newly proposed technique is called Membrane Interface
Probe (MIP). MIP is applied using direct push drilling, similar to UVIF-CPT. Both
technologies generally provide for field screening of subsurface contaminant
concentrations during advancement of the boring rods. Shaw is proposing the change in
method because the MIP technology provides lower detection limits and would therefore
be likely to more accurately define the extent of the subsurface contamination.
The proposed depth of the UVIF-CPT borings is 100 feet below surface grade. One of
the goals of this phase of the investigation is to define the lateral and vertical extent of
the soil contamination at this site. If the MIP technique is capable of reaching the
required boring depth, SJC/EHD approves its use at this site.
The deadline for the implementation of this phase of work was January 27, 2006. The
fee for one of the permits that will be required for this phase of work was submitted on
December 29, 2005, though no permit was submitted with it. Please proceed with
submittal of all required San Joaquin County Well Permit applications, additional
required permit fee of$89.00 and permit inspection fee of$279.00, copies of access
agreements or Encroachment Permits necessary for offsite drilling, and with scheduling
the approved work. The deadline for implementation of this phase of work is
March 13, 2006. Deadline for submittal of a report of findings is May 13, 2006. No
further delays, adjustments or addendums to the work plan will be considered. If these
deadlines are not met the site may be referred to the Regional Water Quality Control
Board — Central Valley Region, or the San Joaquin County District Attorneys Office for
enforcement action.
