page 2, 515 Charter Way
contamination removed by the system have dropped considerably since the system
began operation. This may indicate that the system is reaching an asymptotic level in its
ability to recover contaminants from the shallow zone. The status report noted that the
system was shut down in July 2001 pending contract negotiations.
This site must complete its investigation of the vertical and lateral extent of the
documented petroleum hydrocarbon contamination in both soil and groundwater.
Additional monitoring wells are needed, both shallow wells, and deep, discretely
screened wells. Feasibility testing and a feasibility study must be completed to
determine the most appropriate and cost effective method for the remediation of the
groundwater contamination. Submit to SJC/EHD a work plan to compete the vertical
and lateral investigation at this site. Include in the work plan a proposal for feasibility
testing. The work plan is due for submittal to SJC/EHD by February 25, 2002. In the
meantime, routine quarterly groundwater monitoring and sampling must continue at this
site until directed otherwise by SJC/EHD. In all future monitoring events the direction of
the groundwater gradient must be determined from site specific data.
If you have any questions or comments please call Lori Duncan at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margare agorio, Supervising REHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: Marty Hartzell, Regional Water Quality Control Board, Central Valley Region 5
Mike Sgourakis, IT Corporation
