Mr. Donald Rodgers - 2 - 28 May 2009
515 West Charter Way, Sto4n, San Joaquin County
seven existing SVE treatment wells would be supplemented by additional SVE wells where
needed to capture petroleum hydrocarbon vapors released by AS. Additional vapor monitoring
wells may be necessary to determine whether soil vapor intrusion threatens nearby buildings.
Comments-.
It is our understanding that you are experiencing delays in receiving reimbursement from the
State Water Board's UST Cleanup Fund, which is causing you financial difficulties. In order to
help with some of your financial difficulties, and after review of your site data, I have determined
that your case qualifies for reductions from quarterly to semi-annual and annual monitoring for
specific wells. Please refer to the following table for changes in the monitoring well sampling
frequency and to the required list of analyses for routine groundwater monitoring.
Groundwater Monitoring Reductions Table, Ma 2009
Semi-annual Annual
Well MVV-4RS, MW-4RD, VW-1 D, VW-2D, VW-3D, MW-7S, MW-1 R, MW-2R,
IDs iMW-81, MW-91, MW-101, MW-111D, MW-12D, MW-3R, VW-4
j all new wells
1 — Semiannual sampling during second and fourth quarters for TPHg, benzene, toluene, ethybenzene, and xylenes.
2 —Annual sampling event during the fourth quarter to also include MTBE.
3—Annual sampling event during the fourth quarter for all analytes listed above.
We suggest you discuss with Shaw this change of monitoring requirements, and explore other
options to reduce your costs.
The Report recommendations choosing SVE/AS as the remediation for the cleanup and to
prepare a Final Remediation Plan .are conditionally approved. Please provide a schedule for
submittal and implementation of the Final Remediation Plan by 30 June 2009. Upon our
receipt and review of the schedule, you may request a meeting with us to discuss the proposed
schedule and to provide further clarification concerning your financial situation at that time.
If you have any questions, you may call me at (916) 464-4615 or email me at
ibartonQwaterboards.ca.gov.
James L.
