Mr. Donald Rodgers . - 2 - • 1 December 2008
515 West Charter Way, Stockton, San Joaquin County
testing will be submitted within 45 days after a yet to be determined date for a meeting with Regional
Board staff, to present preliminary data and discuss the results.
The Workplan is conditionally approved as follows:
• The helium tracer shall be injected to determine ZOI only if there is no evidence for increases in
water levels or DO levels during testing. In other words, the entire test procedure will be run to
completion, and if there is no evidence of"movement of injected air or gas", then you are to
notify me by email or phone message (voice mail)that the tracer has been used.
• For comparison sake, a DO consumption test should also be conducted if DO levels rise above
2 mg/L in the farthest well during the AS testing. If you disagree with this recommendation,
then provide additional technical justification stating why not, prior to start of the testing.
• The Workplan did not include a schedule for the fieldwork. Please provide a schedule with
dates proposed for each activity by email to me within one week of receipt of this letter.
• I do not see the necessity for a meeting to present test findings, since this exercise is mainly an
extension of the prior BioS pilot test and the AS technology is straight forward. The report of
the testing is due 45 days after completion of the fieldwork. However, you may contact me by
email or phone to discuss the project before submitting the report, if you desire.
Please acquire all necessary permits and clearances to proceed with construction of the new air line
and testing, and also give me at least three working days notice prior to starting fieldwork. If you have
any questions you may call me a
t (916) 464-4615, or email me at jbarton@waterboards.ca.gov.
T14-1
?ames'L. L. Barton, P.G.
Engineering Geologist
cc: Mr. Mark Owens, UST Cleanup Fund, SWRCB, Sacramento
Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Mr. Charles Metzinger, Shaw Environmental, 1326 North Market Blvd., Sacramento 95834
