(Delta),will be expected to meet regaiiding this project.
Eleanor Ratliff, who was previously handling this project for San Joaquin County, indicated to me that
the data report submitted to your office on March 6, 1990, would be considered to be the Problem
Assessment Report (PAR). In the interests of moving the project ahead more quickly, Ms. Ratliff
requested that we submit the Remedial Action Plan (RAP) as soon as it was prepared (with remedial
plans based on the conditions determined at the site to-date), and that we supplement the March 6,
1990, data report with information gathered from the off-site drilling as soon as the off-site
rights-of-entry had been obtained and the drilling completed.
Delta is in the process of securing rights-of-entry for off-site drilling, in order to determine the off-site
extent of the dissolved hydrocarbon plume. In the meantime, a RAP has been ini preparation, and
Delta has intended to submit the RAP to your office upon completion. Please contact me if this will
not be acceptable, so that we can determine what the reporting requirements will be.
Sincerely,
DELTA ENVIRONMENTAL CONSULTANTS, INC.
(D O-U
N
Erin Dougherty
Project Manager
ED:ecd
cc: Ms. Diane Lunquist, Shell Oil Company 2
Practical Solutions to Environmental Concerns
