Box 2009 <br /> Stockton CA 95201 <br /> SHELL SERVICE STATION, 620 WEST CHARTER WAY, STOCKTON - GROUND WATER <br /> INVESTIGATION <br /> We have reviewed the 6 March 1990 letter report prepared for this site by <br /> Delta Environmental Consultants (Delta) . The investigation included <br /> installation and sampling of seven ground water monitoring wells on-site. <br /> Petroleum hydrocarbons were detected in soil and ground water beneath the <br /> site. In addition, free petroleum product on ground water was detected in <br /> two of the on-site wells. <br /> According to the report, free product recovery has been initiated, and an <br /> interim remedial action plan is currently being developed for the site. <br /> This interim remedial action is to include installation of a free product <br /> skimming pump in MW-2, and installation of two vapor extraction wells in <br /> the new tank area. <br /> We agree with the concept of conducting interim remedial action. However, <br /> in addition to implementing an interim remedial action plan, the operator <br /> must define the extent of free product and dissolved phase hydrocarbons in <br /> soil and ground water on-site and off-site. <br /> No rationale was given for the proposed vapor recovery well locations <br /> (MW-3 & MW-9) . Presumably, hydrocarbons were detected in that area daring <br /> placement of the new underground storage tanks. If hydrocarbons were <br /> detected this information should be included in the Problem Assessment <br /> Report (PAR) . <br /> Based on the reported levels of hydrocarbons and the impacts to water <br /> quality, the operator should be requested to complete the investigaton and <br /> submit a PAR by 17 August 1990. <br /> If you have any questions, please call me at (916) 361-5731 . <br /> THOMAS D.
