SJCEHD Site Code:1058124
PUBLIC COMMENT PERIOD: 60 Days—January 24—March 26,2014
CASE SUMMARY:
The SJCEHD,in cooperation with the property owner,620 West Charter Way LLC,the responsible party,Equilon Enterprises LLC
dba Shell Oil Products.US(Shell),and the environmental consultant;Conestoga-Rovers&Associates,have evaluated soil and
groundwater conditions, and health concerns at the subject Site resulting from historical unauthorized releases of gasoline from
an underground storage tank(UST)system and from fueling operations.
From 1989 through October 2012,soil and groundwater samples were collected at the Site in order to evaluate the extent of
petroleum hydrocarbon-related impacts from the UST system. In November 1989,the UST system, consisting of two 10,000-
gallon and one 8,000-gallon gasoline USTs and associated piping were removed and replaced. One 550-gallon waste oil UST
was also removed. During these activities;approximately 1,100 cubic yards of impacted soil were removed from the Site. In
1990,a free product skimming system was installed and approximately 180 gallons was skimmed from the wells. From 1992
through 1996,a Soil Vapor Extraction(SVE)system operated. During this period, the system removed over 17,000 pounds of
petroleum hydrocarbons from the subsurface. Impacted soil does not extend off-site;impacted groundwater extends at least
50 feet off-site toward the east, but is decreasing in size and massa
The mass of gasoline-related impacts have decreased significantly because of cleanup activities performed by Shell,as well as
natural processes that continue to break down the chemicals in soil and groundwater. Impacted groundwater is predicted to
achieve water quality objectives in approximately sixty-one years.
On the basis of groundwater monitoring and previous and current investigations, the SJCEHD concluded that the Site status is
protective..of_the-environment and.of-human,health for curr-e.nt.and future.Site_use and for adjacent off-site areas..
After receipt of notification that all case closure activities have been completed, the SJCEHD intends to issue a No Further
Action Required letter.for the subject Site.
i
WHERE TO GET MORE INFORMATION j
Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/.
