V � <br /> PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Conestoga-Rovers &Associates, on behalf of the San Joaquin County Environmental Health Department <br /> (SJCEHD), invites public comment regarding the intent of the SJCEHD to grant regulatory closure for the <br /> leaking underground storage tank (LUST) case at the below subject site (Site). <br /> SUBJECT SITE: <br /> Site Name: Shell-Branded Service Station GeoTracker Global ID No. T0607700305 <br /> Site Address: 620 West Charter Way SJCEHD Site Code: 1058124 <br /> PUBLIC COMMENT PERIOD: 60 Days—January 10—March 9, 2014 <br /> CASE SUMMARY: <br /> The SJCEHD, in cooperation with the property owner, 620 West Charter Way LLC, the responsible party, <br /> Equilon Enterprises LLC dba Shell Oil Products US (Shell), and the environmental consultant, <br /> Conestoga-Rovers & Associates, have evaluated soil and groundwater conditions, and health concerns <br /> at the subject Site resulting from historical unauthorized releases of gasoline from an underground <br /> storage tank (UST) system and from fueling operations. <br /> From 1989 through October 2012, soil and groundwater samples were collected at the Site in order to <br /> evaluate the extent of petroleum hydrocarbon-related impacts from the UST system. In November 1989, <br /> the UST system, consisting of two 10,000-gallon and one 8,000-gallon gasoline USTs and associated <br /> piping were removed and replaced. One 550-gallon waste oil UST was also removed. During these <br /> activities, approximately 1,100 cubic yards of impacted soil removed from the Site. In 1990, a free <br /> product skimming system was installed and approximately 180 gallons was skimmed from the wells. <br /> From 1992 through 1996, a Soil Vapor Extraction (SVE) system operated. During this period, the system <br /> removed over 17,000 pounds of petroleum hydrocarbons from the subsurface. Impacted soil does not <br /> extend off-site; impacted groundwater extends at least 50 feet off-site toward the east, but is decreasing <br /> in size and mass. <br /> The mass of gasoline-related impacts have decreased significantly because of cleanup activities <br /> performed by Shell, as well as natural processes that continue to break down the chemicals in soil and <br /> groundwater. Impacted groundwater is predicted to achieve water quality objectives in approximately <br /> sixty-one years. <br /> On the basis of groundwater monitoring and previous and current investigations, the SJCEHD concluded <br /> that the Site status is protective of the environment and of human health for current and future Site use <br /> and for adjacent off-site areas. <br /> After receipt of notification that all case closure activities have been completed, the SJCEHD intends to <br /> issue a No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site case file is available for review at the SJCEHD office located at 1868 East <br />
