Charter Way, Stockton <br /> wells MW-5 and MW-6 will be installed during the same phase of work herein <br /> approved and directs that this be done. <br /> The EHD directed you by letters dated 14 March 2006 and 26 June 2007 (reissued <br /> 09 July 2007) to submit a preliminary evaluation of the potential for vapor intrusion of <br /> nearby buildings from your soil and/or contaminated groundwater plumes by 01 June <br /> 2006. To date this document has not been received by the EHD and it is now <br /> overdue. Submit the evaluation or a work plan to assess soil vapor to evaluate the <br /> vapor intrusion potential to the EHD within 30 days of date of this letter. <br /> Previously, AGEI had recommended preparation of a work plan to implement <br /> groundwater extraction (GWE) and soil vapor extraction (SVE) for interim remediation <br /> of your site. By letter dated 26 June 2007 (reissued 09 July 2007) the EHD had <br /> approved this recommendation and directed preparation of the work plan with a <br /> discussion comparing the cost effectiveness of GWE and SVE with other potential <br /> applicable remedial technologies by 15 August 2007. This work plan has not been <br /> received by the EHD and is now overdue; submit the work plan to the EHD within 30 <br /> days of date of this letter. Include in the work plan estimates of the contaminant <br /> masses in soil and in groundwater. <br /> The extremely high contaminant concentrations in groundwater on your site strongly <br /> suggest that the plume of dissolved contaminants is unstable and migrating offsite, <br /> therefore the EHD believes that prompt implementation of interim remediation to <br /> reduce the contaminant mass is warranted. The EHD has addressed the need for <br /> interim remediation in letters dated 28 September 2005, 13 February 2006, 14 March <br /> 2006, and 26 June 2007 (reissued 09 July 2007); you are now directed to take all <br /> appropriate steps to have your site in active interim remediation no later than 17 <br /> November 2008. Further delay in providing the appropriate work plan and <br /> implementing the interim remediation merely allows more contaminant mass to <br /> migrate offsite, potentially impacting more groundwater, and wastes time and money <br /> by just monitoring. <br /> Questions or comments may be directed to Nuel Henderson by mail (address on <br /> letter head) or by telephone at (209) 468-3436. <br /> Nuel C.
