Please provide accurate
construction details for the proposed well . The total well depth should equal the length
of well screen plus blank casing , for example if the proposed depth of the well is to be
160 feet, then the amount of casing and screen should add up to 160 feet. Sand
bentonite and grout interval depths must be based on the casing type (screen or blank).
The proposed depth interval for the screen should be justified based on site
characteristics and the investigation objectives .
The two work plans (WP-SVE and WP-MW) were not received by their original due date
and were received well after the 14-day due date set by the EHD letter of 06 January
2006 . EHD has scheduled an office meeting with you for 07 March 2006 at 1 : 00 PM on
the third floor of the EHD building at 304 East Weber Avenue, Stockton , California ,
95202 . The purpose of the meeting is to set due dates for submitting revised work plans
and feasibility study and to set schedules for completing the work and reporting the
results of the work to EHD to keep you in compliance with regulatory directives.
For your information , EHD has been informed that the State Cleanup Fund
reimbursement program is scheduled to sunset in December 2010 and that there are no
current plans to seek a reauthorization for the program . Your site has been in the Local
Oversight Program (LOP) for 16 years and the Cleanup Fund has reimbursed you
$551 ,793 (per GeoTracker 07 February 2006) for your work to date, your unauthorized
release has not been fully assessed , no remediation of impacted groundwater has
occurred and EHD is uncertain that impacted shallow soil has been adequately
addressed . Once cleanup has been initiated it may still take a number of years to
adequately clean the site and groundwater and to perform confirmation monitoring. With
the possibility that the Cleanup Fund will not extend more than 4 more years , you are
encouraged to make optimum use of the current reimbursement program and move
your site toward closure as rapidly as is technically possible . Overdue inadequate
reports and/or work plans retard progress toward closure for your site .
As always , if there is any confusion on any of these issues, please call Nuel Henderson
at (209) 46&34361 for clarification . EHD desires to assist you in this matter as much as
possible . Questions or comments may also be directed to Nuel Henderson by mail
(address on letter head ).
Donna Heran , REHS , Director
Environmental Health Department
Nuel C .
