(Apex) , on your behalf for the above-referenced
site. The EHD had approved a work plan to conduct a dual-phase extraction (DPE) pilot test by
letter dated 13 April 2012.
In the report, Apex presented results from completing a ninety-six-hour DPE test on monitoring
wells MW-1 and MW-5 over a five-day period and concluded that DPE would be effective at
controlling and removing petroleum hydrocarbon contaminants at the site. Although Apex was
not able to determine the vapor extraction radius of influence (ROI) since the "vacuum response
versus distance from the vacuum source was not plotted as all figures were inconclusive" , Apex
did estimate that approximately 22 . 1 pounds of total petroleum hydrocarbons as gasoline
(TPHg) , 2.64 pounds of benzene and 0. 01 pounds of methyl tertiary-butyl ether (MTBE) were
removed from the subsurface by soil vapor extraction during the pilot test. Apex determined the
ROI from groundwater extraction was greater than 180 feet and estimated that approximately
2.7 pounds of TPHg , 0. 34 pounds of benzene and 0. 01 pounds of MTBE were removed during
the DPE test. Based on these results, Apex has recommended the preparation of a Remedial
Action Plan (RAP) , proposing DPE as the remedial method to remove contaminants of concern
at this site.
Based on the conclusions and recommendations of your consultant, the EHD approves
preparation and submittal of a RAP to this agency that includes a comparison of several other
remediation technologies to DPE . Please include a cost estimate for implementing each
remedial method to determine the most cost-effective method for removing petroleum
hydrocarbon contaminants based on site specific data and cost effectiveness. Submit the
feasibility study to the EHD by 17 June 2013.
