The EHD agrees with this recommendation and will issue such a directive. 880 Victor Road • The CUF has concurred with the EHD directive to continue GWE and maximize treatment system to achieve WQOs in a timely manner. At present the site is undergoing batch groundwater extraction , extracted groundwater is hauled offsite for treatment; it is unlikely that the extraction rate will be increased . 1211 Turnpike Road • The CUF has concurred with the EHD directive to resume groundwater monitoring and recommends that the RP be directed to assess remedial technologies and implement active remediation to achieve WQOs in a timely manner. The active RP (tank owner) is having difficulty obtaining access to the site due to a less than cooperative current landowner (an additional RP). As much work as can be done under the circumstances is being done; if the site reaches a point that no further progress can be made , it may be referred to the Central Valley Regional Water Quality Control Board (CVRWQCB) for enforcement. 15634 Steinegul Road , S. • The CUF recommends that the EHD direct the RP to assess groundwater remedial technologies and to implement active groundwater remediation to achieve WQOs in a timely manner. The EHD agrees with this recommendation . 466 Moffat Boulevard • CUF recommends site closure consideration ; the EHD does not agree with this recommendation at this time. It is the opinion of the EHD that the concentrations of some dissolved contaminants are too high to get concurrence from the CVRWQCB on a closure recommendation . Impacted soil is currently in the saturated zone and the dissolved contaminant concentrations are persistent. An SVE test was conducted on the site, but did not achieve favorable results; this was followed by a DPE test. The first report of findings from the DPE test contained a number of flaws , a revised report has been received by the EHD, but has not yet been critically reviewed . Upon review of the revised report, the EHD will issue appropriate directives for the site. 7675 11 'h Street, W. • The CUF recommended that the EHD direct the RP to assess remedial technologies and implement active remediation to achieve WQOs in a timely manner. The EHD agrees with this recommendation . Soil gas samples were recently collected for vapor intrusion evaluation and soil samples were collected to assess residual contamination in the source area; contaminant concentrations in both soil gas and soil exceeded both health risk and hazard levels and ESLs . The consultant has recommended preparation of a feasibility study and corrective action plan , which the EHD will probably approve after additional review of the report of findings . 5-Year Review Comment Letter 063008 .doc
